Practical Policies for a Just and Resilient Built Environment

What if we could tackle Europe’s housing crisis, create millions of green jobs, and fight climate change—all at the same time? That’s the bold vision behind the Just BE Manifesto, where “Just BE” stands for a Just and Resilient Built Environment. Officially titled Practical Policies for a Just and Resilient Built Environment, this powerful call to action was launched in September 2024. It represents a collaborative effort by a coalition of civil society organizations, NGOs, trade unions, local governments, and business representatives, facilitated by the Laudes Foundation. The manifesto highlights the urgent need for practical solutions to Europe’s most pressing challenges. Habitat for Humanity, together with other leading organizations, proudly supports this transformative vision for change.

Why Housing and the Built Environment Matter 

A safe home is a foundation for thriving families and communities. Yet, millions across Europe are grappling with rising costs, homelessness, and energy poverty. Our built environment—the homes, schools, hospitals, and infrastructure where we live, work, and learn—holds the key to addressing these interconnected crises. 

Today, responsibility for the built environment is across multiple Commissioners’ portfolios and institutions across the EU27. This fragmented approach hinders progress. The Just BE Manifesto calls for the appointment of an EU Commissioner for Housing and the Built Environment, empowered to lead a coordinated response to social, economic, and climate challenges. 

A Roadmap for Real Impact 

The manifesto proposes practical steps to create affordable, sustainable housing while revitalizing communities and promoting social justice: 

- Renovating for a Green Future: Transform Europe’s aging, inefficient buildings into energy-efficient homes that are better for people and the planet. 

- Affordable Housing for All: Make housing a fundamental human right by addressing affordability and reducing homelessness. 

- Jobs and Skills for a Just Transition: Empower the construction industry to create millions of green jobs, upskill workers, and support underserved communities. 

- Circular Solutions: Reduce waste and emissions by adopting sustainable construction practices and prioritizing quality materials. 

These are actionable steps rooted in policy recommendations, funding ideas, and innovative approaches that can deliver real change.

Europe is at a crossroads. Rising costs of living, climate emergencies, and housing shortages demand immediate action. By supporting the Just BE Manifesto, the EU has the opportunity to create a sustainable future where everyone can thrive.

While Europe has taken significant steps, including the establishment of a Housing Commissioner, we must not stop here. Housing is a global issue, and it demands a place on the world’s agenda. More than 1.1 billion people worldwide live in informal settlements—slums and favelas—without the security of adequate housing. Their voices must be heard.
