Habitat for Humanity International is anchored on a fundamental vision of a world where everyone has a decent place to live. To further this vision, Habitat for Humanity established the Terwilliger Center for Innovation in Shelter (The Terwilliger Centre) to build and expand inclusive housing markets.
Background of TCIS in Kenya.
The Terwilliger Centre, for the past five years, has been implementing interventions in housing construction labour, construction materials, behavior change and finance. These interventions have been geared towards catalyzing the housing market system in Kenya to address the housing deficit.
  1. Background of Monitoring Evaluation Accountability and Learning (MEAL)
The Monitoring Evaluation Accountability and Learning (MEAL) framework at The Terwilliger Centre is grounded on Change Pathways, Results Chains and intervention plans, that demonstrate the relationship between activities & root constraints leading to systemic market changes.
Data collection has primarily been focused on partner-led reporting using internal templates that feed into internal Global Metrics Tool (GMT) and external donors.
  1. Purpose of the MEAL assignment
This review will include expanding existing systems to incorporate system level results. The Terwilliger Centre in Kenya seeks to contract an individual or firm consultant to support with implementing regular monitoring of system level results of past and current interventions.
  1. Scope of work.
  1. Revise existing and develop new qualitative and quantitative tools for regular monitoring of results.
  2. Conduct monthly quantitative and qualitative data collection, quality audit, analysis and reporting for indicators tied to MEAL frameworks.
  3. Draft synthesis report and slides for internal stakeholder dissemination of the results, summarizing key findings.
  1. Expected Deliverables
The consultant will be responsible for ensuring data integrity and study completion within agreed timeline. Key expected deliverables include:
  1. A data collection plan outlining approaches, responsibilities and frequency of data collection.
  2. Collected and analysed data on the different levels of results change.
  3. Monthly report with insights on progress with data collection, challenges and adjustments made.
  4. At least two draft reports and slide decks for internal stakeholders use.
  5. A final report outlining lessons learned with recommendations for improvements.
  1. Consultancy Management
The contact for this assignment will be the Senior Specialist MEAL in Kenya with support from Global TCIS Data Analyst.
  1. Timelines.
The successful consultant and Habitat will agree on the schedule of assessment and implementation. This assessment will be for a total 6 months on task basis.
  1. Eligibility
The selected consultant(s) will have:
  1. A degree in social sciences, research, statistics or any other related field.
  2. A minimum of three (3) years of experience in data collection, research and results monitoring.
  3. Demonstrated experience in stakeholder facilitation, development of MEAL tools, data analysis, audit, and concise and engaging presentations and reports.
  4. Understanding and experience of market-based systems approaches.
