Home Repair Assessor

The BUILD Department directly improves the living conditions of low-income families by creating safe, healthy, affordable dwellings through the construction of new multi- and single-unit new housing, whole house rehab projects, and owner-occupied home repair work. The Home Repair Assessor is focused on owner-occupied home repair work and is responsible for conducting home evaluations and scope estimating these homes.

The ideal candidate will have: a strong foundation of residential construction knowledge; estimating experience; and a desire to improve home conditions for Philadelphia families.

Key Responsibility Area: Home Assessment
Conduct home assessments to identify what repairs each home requires (e.g.: structural, roofing, electrical, heating and plumbing, etc.) to be safe, warm, and dry.
Recognize and document situations that trigger environmental, structural, and safety hazards and clearly communicate these risks with client and work team.
Utilize industry best practices to determine most critical needs- incorporating house-as-a-system methodology, safety hazard awareness, and healthy-home priorities into each assessment.
Clearly communicate with homeowners and occupants about the inspection findings as well as the subsequent steps and timeline of the home repair process.
Act as a strong ambassador of Habitat Philadelphia’s mission; maintain positive and professional relationships with clients, staff, and community members; demonstrate compassion when working with others in difficult life situations.
Produce reports and documentation from home assessment; input all required data on all relevant platforms (SalesForce, Builder Trend, etc.) within a timely manner.
Participate in team planning and debrief meetings as required.
Conduct site visits in homes with active construction projects to assess ongoing work for quality and adherence to building codes and construction industry standards.

Key Responsibility Area: Estimation & Scope Development
Build work scopes and cost estimates within budget and schedule parameters of Repair department-prioritizing most critical needs and the most cost-effective solutions.
Provide cost estimates for single family new construction and major renovations projects.
Solicit bids from subcontractors as needed to inform work scope development.
Manage client expectations in a manner consistent with the Repair Program’s priorities to address critical repair needs.
Ensure project details are accurately communicated to the Project Management team and collaborate with Program Managers for smooth hand-off of each project.
Collaborate with Project Management team in work scope development and repair prioritization.
Participate in the continued update of HFHP’s price book to ensure accuracy.
Project manage jobs on a limited and as-needed basis where hand-off to Project Manager would decrease efficiency.
Other Duties as Assigned.
Qualifications
Education, Experience, Knowledge & Skills

Considerable knowledge in residential home construction, minimum five (5) years of related job experience which must include demonstrated, consistent work in estimating and scope-building
Hands-on construction experience is highly preferred
Experience with or ability to quickly learn the use of project management and information platforms such as Builder Trend and SalesForce.
Proficiency with Microsoft suite; strong knowledge of Excel
Possess or willing to gain necessary certifications in safety/first aid, OSHA 30, EPA RRP and BPI Energy Analyst
Experience with energy efficiency best practices and house-as-a-system philosophy is preferred
Detail oriented and organized, ability to collect, manage, and report high volume of information in a timely manner
Professional attitude and strong interpersonal skills, including the ability to work with unskilled volunteers and in diverse populations
Ability to effectively serve people of different races, religions, incomes and education levels
Comfort traveling throughout Philadelphia and working inside peoples’ homes

Must have a valid driver’s license and access to reliable transportation of personal vehicle
Must adhere to drug and alcohol testing policies


Physical Requirements to Perform Duties
Ability to perform home evaluations and navigate active construction sites during all phases of construction which includes walking on uneven surfaces, operating and climbing ladders (up to 30 feet), and working in unconditioned spaces.
