Habitat for Humanity currently works in 14 countries in Asia and the Pacific (AP) – India, Bangladesh, Nepal, Fiji, New Zealand, Australia, Japan, South Korea, Indonesia, Philippines, Cambodia, Vietnam, Hong Kong, and Singapore. Over the past 40 years in AP, Habitat for Humanity has helped 9.9 million people in the region build or improve the place they call home. Habitat sees housing needs increasing due to emerging trends that will increase the housing deficit, with climate change, urbanization and migration as the three main drivers. Habitat’s new AP Strategic Framework aims to contribute to increased access to adequate housing for millions of people in the region by 2030.


Purpose:

The Asia-Pacific region is home to more than 2 billion young people. As the most youthful region, it makes up 54% of the world’s youth population. Habitat AP recognizes local volunteering, specifically youth engagement, as an instrument in achieving the area office’s strategic goal to an increased access to adequate and affordable housing for 18 million people in the region by 2030.

The Asia-Pacific Office works with 14 national offices in the region. All these offices have engaged youth in varying capacities and opportunities to further Habitat’s work and impact in communities we serve. As part of the programmatic approach towards inclusion, sustainability, and increased program impact, the youth is identified as significant catalysts in Habitat’s work.

The aim of this consultancy is to understand the current youth landscape and needs in the region and identify crucial challenges and opportunities for young people within the housing ecosystem. This assessment will give a tailored perspective of youth in the housing ecosystem in Asia-Pacific. The report will ultimately firm up how Habitat can strategically and meaningfully engage youth in local volunteering initiatives and leverage how we can tap them as valuable partners in addressing the housing needs. The report will also understand current challenges among young people in the housing sector to help better picture relevant local volunteering or opportunities for support and collaboration.


Scope of Consultancy:
  • Review secondary data from area office and national offices, minimum of 7 out of 14 countries, to understand current and past youth-focused initiatives/activities and its reported impact so far
  • Conduct needs assessment among selected respondents of youth and experts in the region to understand evolving needs, perspectives, and suggestions for improved engagement
  • With available data on how Habitat has been engaging young people and result of the needs assessment of youth in the housing ecosystem, highlight focus areas for strategic youth engagement in the next 3-5 years to lessen identified gaps and increase impact
  • Based on the data obtained, highlight both gaps and best practices in effective youth engagement to establish and support recommendations
  • Based on the data obtained, explore the viability of grant mechanism to address these gaps and challenges and identify ways of engagement
  • Implement the consultancy in close collaboration with area office, national offices, and other identified resource persons
  • Submit the final report that also determines clear parameters of what the area office should consider in engaging youth with more impact, sustainability, and intentionality


Consultant Responsibilities:

The deliverable includes:


A. Needs assessment report that outlines the following:
  1. Overview and background of youth in Asia-Pacific (demographics, social norms, behaviors, and other relevant information to better understand youth in the region)
  2. Youth’s housing needs in relation to the wider housing ecosystem and causes/triggers to these needs or gaps
  3. Current and past youth-focused initiatives and activities of Habitat regional network and its reported impact so far (best practices, challenges, etc)
  4. Proposed solutions and approaches in engaging youth through volunteering, partnership, etc specifically in relation to housin
  5. Based on obtained data, outline a parameter or focus areas to effectively and relevantly engage youth in Habitat’s work
  6. Other relevant information and attachments to support the final report

B. Series of final report presentation to key groups in the HFHI network

C. Payment schedule that outlines the following:
- Advance payment | 20%
- Needs Assessment report | 30%
- Series of report presentations | 30%
- Final report | 20%



Minimum Qualifications:
  • Master’s degree with experience in research on youth and/or housing
  • 5-10 years of experience in qualitative and/or mixed method research
  • Extensive experience working with youth or volunteering
  • Extensive experience working with diverse cultures and countries in Asia-Pacific
  • Good understanding of housing ecosystem and housing needs
